The default lifecycle rules for project are very simple and flexible. Only when promoting parts of the project structure to Completed, the child objects are checked and they must also be Completed.
No checks are made from child to parent by default, so it is possible to demote a task without demoting the completed phase or project.
Lifecycle rules are configurable.
